Mr. Garcia is the Shell International Global Security Manager for Shell Corporate Security based in Houston, Texas. Mr. Garcia has responsibility for security of Shell’s assets/personnel in the Americas.  Mr. Garcia began this position with Shell on August 1, 2005 after retiring from the Federal Bureau of Investigation (FBI) with 25 years of service where he retired at the rank of Assistant Director and managed the Los Angeles Field Office.

 

As the Global Security Manager, Mr. Garcia coordinates with other intelligence and law enforcement agencies, both domestic and foreign, in an effort to obtain strategic information regarding potential criminal and terrorist attacks against Shell.  Mr. Garcia brings to Shell Oil the following experiences from his previous positions with the FBI:

 

Mr. Garcia was a member of the Senior Executive Service in the US Government for the FBI.  As a Senior Executive, Mr. Garcia held positions at FBI Headquarters in Washington, D.C., Houston, Texas and Los Angeles, California.  While assigned to Washington, Mr. Garcia managed the FBI’s Y2K efforts for its Global telecommunications and computer network systems.  Mr. Garcia also played a role in the Robert Hanssen Spy case, which was recently featured, in the Hollywood movie entitled “Breach”.   As the head of the Houston and the Los Angeles Field Offices, he was involved with and assisted in the management of the Space Shuttle disaster recovery efforts in East Texas, the NFL Super Bowl in Houston, Texas and various criminal, espionage investigations in Los Angeles.  These cases involved foreign spy rings; terrorist groups and high profiled kidnapping cases in the Los Angeles area.  Mr. Garcia has served on several boards and committees related to physical and cyber security for the private sector.

 

Mr. Garcia has been the recipient of several awards which include the Attorney General’s Award for Distinguished Service for his undercover role in a Miami, Florida drug investigation entitled “Cat-Com”, the FBI Director’s award for his contribution to the FBI Intelligence Program, the Eagle Award from the National Hispanic Heritage Foundation, the White House Presidential Rank Award for Senior Executives for his role in the Hanssen espionage investigation and was named as one of the 100 Influential Hispanics by Hispanic Business magazine’s in its 25th year anniversary issue.  Mr. Garcia serves as VP on the Executive Board for the FBI’s InfraGard program, Board Member for the Energy Security Council, a member of the FBI National Academy Associates, the FBI’s National Executive Institute, the Hispanic American Police Command Officers Association, the National Latino Police Officers Association, The International Association of Chief’s of Police, The National Sheriff’s Association and the Executive Board for the Shell Hispanic Employees Network (SHEN).  Mr. Garcia was honored in 2005 by Texas State University, San Marcos, Texas as one of their Distinguished Alumni where Mr. Garcia was a graduate in 1975.  Mr. Garcia is married and has one Son who is a U S Army veteran and was stationed in Iraq during his military service.
