The government probably isn't just going to give you $14,000. 

Tripwire explains:

The Federal Trade Commission (FTC) is warning the public to be on the lookout for scams that leverage fake government grants as lures.

This type of ruse begins when an individual receives a cold call from someone they don’t know. The caller informs them that they have won a grant of $14,000 from the National Institutes of Health (NIH), an agency of the U.S. Department of Health and Human Services which is responsible for conducing biomedical and public health research. To collect their grant, all the individual needs to do is provide the caller with their bank account number or pay a fee via a iTunes or Green Dot card.
